After Midnight Alcohol Sales Ordinance and Special Permit

On July 15, 2025, the Kissimmee City Commission approved the second and final reading of Ordinance #25-09, which updates the City’s alcohol sales regulations within the Downtown Community Redevelopment Area (CRA). This change introduces a new requirement for certain businesses to apply for an After Midnight Alcohol Sales Permit if they wish to operate/serve alcohol between 12:00 a.m. and 2:00 a.m.

Starting October 1, 2025, qualifying businesses in the Downtown CRA, such as restaurants, microbreweries, tasting rooms, and specialty retail establishments, must obtain this permit to remain open and serve alcoholic beverages after midnight.

What this means:

  • Businesses that sell alcohol must fully close at midnight if they do not have an After-Midnight Alcohol Sales Permit.
  • The Kissimmee Police Department will oversee the application and enforcement of this permit.

The City is currently preparing a comprehensive application process and public education to guide businesses through the new requirements.
