Various types of fees apply based on the nature of development or use. Below, we offer a breakdown of each fee. As you plan your project or consider occupying a new location, it's advisable to contact the City to ascertain the mobility and impact fees applicable to your situation.
Mobility fees are used to finance transit improvements, including roadway enhancements and bike/pedestrian infrastructure expansion. Fees are calculated using a formula that considers construction costs and anticipated vehicular traffic generated by a given use. These fees are assessed upon permit issuance. Additionally, your property may qualify for credits from prior use, potentially reducing your fee obligations.

The following impact fees apply to new development. For more information, please contact the Development Services Department—Building Division at 407-518-2379 or permitting@kissimmee.gov.
Parks & Recreation Impact Fees are special fees for new residential development and consist of a flat fee per dwelling unit. These fees allow the City to construct and improve park facilities to accommodate an influx of new residents to the City of Kissimmee, who are charged at permit issuance.
Police & Fire Impact Fees shall apply to all development projects that apply for a building permit or a certificate of occupancy in the incorporated areas of the city. These fees allow the City of Kissimmee to ensure the provision of adequate police, emergency medical, and fire services for the residents and property owners of the City, who are charged at permit issuance.
Police Impact Fees
For mixed-use development, an impact fee shall be imposed for each separate residential use within the mixed-use development.

Note: If a commercial development contains two or more of the uses described above, then the impact fee shall be the sum of the impact fee due for each individual use.

Water and Sewer Impact Fees
Toho Water Authority charges water and sewer impact fees to assist the agency in dealing with additional water demand. The fees are determined by the amount of water and sewer impact a specific use might have. Educational System Impact Fees
Educational System Impact Fees are charged only for new residential development and assist the Osceola County School District in developing and improving school facilities to accommodate additional students in the area. These fees are also charged at the time of permit issuance.
