Step 1.Confirm that your property is within City of Kissimmee limits

Although your address may say Kissimmee, you might be in unincorporated Osceola County, where permitting is handled by the Osceola County Permitting Division. Make sure you're in Kissimmee city limits before you continue.

Step 4.Staff review

Once the application and plans have been submitted, City staff and other agencies will review the proposed request for compliance with City and State standards and offer any applicable comments.

Step 5.Get approved and begin construction 

Once your permit is approved, download applicable documents/plans from the Citizen Self-Service Portal and begin construction.

  • Hiring a contractor who is unlicensed, unreliable, or unfamiliar with local codes/processes. Check your contractor at MyFloridaLicense.com and The Better Business Bureau's website.
  • Not registering or using the City’s Self Service Portal.  
  • Submitting an incomplete or inaccurate permit application.
  • Unpaid fees or delays in payment of fees.
  • Insufficient or unclear plans and specifications for review.
  • Attempting to circumvent or bypass permit requirements.
  • Requesting expedited review.
  • Not asking for help with permit requirements and processes.
  • Lack of clear communication or timely follow-up from applicants.
  • Failure to schedule or pass required inspections.
