City Announces Plans for Police Chief Transition and Reform Progress

The City of Kissimmee is moving forward with selecting a permanent Chief of Police.

Interim Chief Robert Anzueto, who has led the Kissimmee Police Department (KPD) since October 31, 2024, has played a pivotal role in maintaining the department’s continuity, accountability, and integrity during this critical period of reform. The selection process for a permanent Chief is underway. Two leading candidates for the position have been identified, and a final decision will be made within the next few weeks, following the completion of interviews and additional evaluations. In the meantime, Wilson Munoz is serving as Acting Chief of Police for the Kissimmee Police Department.

City Manager Mike Steigerwald is committed to ensuring the selection process prioritizes the community's needs and strong leadership within the department. Transitioning to a permanent Chief is essential to solidifying KPD's progress and ensuring the department’s future success.

While KPD has faced significant challenges, including the October 2024 Grand Jury Presentment, the City is taking deliberate steps to ensure that the agency emerges stronger and more accountable while maintaining its overall support for those who ethically police daily. The appointment of a permanent Chief will build on this progress and reaffirm the department's commitment to upholding the highest standards of law enforcement and community service.

Interim Chief Anzueto Reflects on Progress

Interim Chief Anzueto has expressed appreciation for KPD’s officers and civilian staff. Over the past four months, he has worked to address the findings outlined in the October 31, 2024, Grand Jury Presentment, which raised concerns about KPD’s response to a use of force incident involving former Officer Andrew Baseggio. The department has made significant strides in implementing reforms to enhance accountability and transparency.

“When I arrived in October, I wasn’t sure what to expect. What I’ve seen over the past four months has exceeded my expectations in the most positive way,” said Interim Chief Anzueto. “The men and women of KPD have demonstrated an unwavering commitment to keeping Kissimmee safe, and I am proud of the progress we’ve made. The morale is high, and employees appreciate the transparency and changes we’ve implemented.”

While Interim Chief Anzueto has been honored to serve in this role, he has made it clear that his long-term commitment lies with the Orange County Sheriff’s Office, where he will return in March. Although he is grateful for the opportunity to lead KPD, Interim Chief Anzueto is dedicated to continuing his career with the Sheriff’s Office in the foreseeable future.

Addressing the Grand Jury Presentment Recommendations

Over the past four months, Interim Chief Anzueto and the leadership of the Kissimmee Police Department (KPD) have made substantial progress in addressing the Grand Jury’s recommendations, with many improvements already in progress. Chief Anzueto has taken the following key steps:

• Evaluation of Command Staff: The department's command staff was assessed, confirming that the team has the experience and integrity necessary to lead the department forward. The vacant Deputy Chief position is currently being reviewed, and the selection of a permanent Chief will help complete this evaluation.
• Training and Policy Updates: KPD has prioritized training and policy updates to address the department's culture and training concerns. Officers have completed a comprehensive review of critical policies, including those governing the use of force and the duty to intervene when excessive force is witnessed. In addition, a crisis management training program focused on interacting with individuals in mental health crises was launched in January 2025, with all officers expected to complete it by the end of February 2025. Ongoing training also covers critical legal topics, such as search and seizure laws and warrantless entry.
  
  
• KPD has also updated its policies regarding internal investigations. New procedures are now in place to ensure formal discipline for officers who fail to comply with orders not to discuss pending investigations.
  
  
• Internal Affairs and Accountability: The department has also strengthened its oversight of internal affairs, appointing a seasoned Civilian Internal Affairs Manager and assign two sergeants as investigators to enhance accountability and transparency. Previously, the Internal Affairs Section was staffed by one corporal, who reported to the Professional Standards Lieutenant.
  
  
• Compliance with Reporting Requirements: KPD has addressed prior failures in reporting to the Criminal Justice Standards and Training Commission and updated internal procedures to ensure that all future investigations will meet state reporting requirements. KPD as part of an internal audit identified 11 cases spanning several years were not reviewed or reported correctly and were provided to the State Attorney for an independent review. After reviewing each case, the State Attorney’s Office found the actions of those officers in the prior cases were not criminal in nature and were only policy violations.

Finally, the Orange County Sheriff's Office Professional Standards Section continues to investigate any potential wrongdoing by the eleven current or former members of the KPD identified in the October 21, 2024, letter from the State Attorney's Office. If there are any sustained violations of truthfulness or any other KPD policy, then KPD will take disciplinary action. Furthermore, if there are any sustained violations involving "good moral character" or that could subject an officer to potential impeachment, then KPD will notify the Commission and the State Attorney's Office.

A New Era for KPD

As the City of Kissimmee moves forward with selecting a permanent Chief of Police, the focus remains on finding a leader who will build upon the progress already made. The following highly qualified individuals are being invited to take part in a second round of interviews with a final decision to be made by the City Manager:

• Charles “Chuck” Broadway, current Chief of Police for the City of Clermont.
• Orlando Rolon, retired Chief of Police for the City of Orlando.

"This search is about more than finding a leader; it’s about ensuring the next Chief will continue the work that Interim Chief Anzueto has begun," said City Manager Steigerwald. "We are looking for someone who will lead with transparency, build on the momentum of reform, and ensure that KPD remains a department that the community continues to trust and respect."
