The City of Kissimmee is proposing a Second Substantial Amendment to its 2024 Annual Action Plan. The proposed amendment includes the addition of Haven on Vine Design Services as a new eligible activity and the reallocation of unspent funds from Administration and Public Services activities. These funds will be redirected to support the new Planning and Design activity and to supplement the Code Enforcement activity to address budget overruns. This amendment ensures the effective use of Community Development Block Grant (CDBG) funds and aligns with the City’s goals to improve community development and neighborhood revitalization efforts.
In specific, the City is proposing the following changes:
Public Services
1. Decrease the allocation from $134,532 to $99,775.64 and re-allocate the funding as follows:
• $8,800.17 to Code Enforcement to address project overruns towards the end of the year (existing)
• $25,956.19 to Haven on Vine Rehabilitation- Survey and Landscape Architectural Services (new)
Administration
1. Decrease the allocation from $179,376 to $159,229.50 and re-allocate the funding as follows:
• $2,165.81 to Haven on Vine Rehabilitation- Survey and Landscape Architectural Services (new)
• $17,980.69 to Haven on Vine Rehabilitation (existing)
Substantial amendments are required when reallocating funds between activities, deleting activities, and/or creating new ones. The Consolidated Plans covering year 2024-2025 will also be amended accordingly to reflect the changes listed above.
Comments on the amendments will be accepted during a 30-day period from Friday, October 31 through Tuesday, December 2, 2025. The Kissimmee City Commission will hold a Public Hearing in the City Commission Chambers on Tuesday, December 2, 2025 at 6:00 p.m., or as soon thereafter as can be heard, to obtain input and comments for the proposed activities. La Ciudad de Kissimmee está proponiendo una Segunda Enmienda Sustancial a su Plan de Acción Anual 2024. La enmienda propuesta incluye la adición de los Servicios de Diseño Haven on Vine como una nueva actividad elegible y la reasignación de fondos no gastados de las actividades de Administración y Servicios Públicos. Estos fondos se redirigirán para apoyar la nueva actividad de Planificación y Diseño y para complementar la actividad de Aplicación del Código con el fin de cubrir los sobrecostos presupuestarios. Esta enmienda asegura el uso efectivo de los fondos de la Subvención en Bloques para el Desarrollo Comunitario (CDBG) y se alinea con los objetivos de la Ciudad de mejorar el desarrollo comunitario y los esfuerzos de revitalización de vecindarios.
Servicios Publicos
1. Disminuir la asignación de $134,532 a $92,340.64 y redistribuir los fondos de la siguiente manera:
• $8,800.17 a Cumplimiento de Código para abordar los excedentes del proyecto hacia fin de año (existente)
• $28,100 a Rehabilitación de Haven on Vine - Servicios de Encuesta y Arquitectura del Paisaje (nuevo)
• $5,291.19 a Rehabilitación de Haven on Vine (existente)
Administracion
1. Disminuir la asignación de $179,376 a $159,229.50 y reasignar los fondos de la siguiente manera:
• $20,146.50 a Haven on Vine Rehabilitation (existente)
Se requieren modificaciones sustanciales al reasignar fondos entre actividades, eliminar actividades o crear nuevas. Los Planes Consolidados para el año 2024-2025 también se modificarán en consecuencia para reflejar los cambios mencionados anteriormente.
