City of Kissimmee Substantial Amendment to the Osceola County HOME Consortia HOME-ARP Allocation Plan 
NOTICE OF 15-DAY PUBLIC COMMENT PERIOD

 

As part of the Osceola County HOME Consortia, the City of Kissimmee was awarded HOME-ARP funding in the amount of $1,217,478.50. The City has an adopted HOME-ARP Allocation Plan that describes how it plans to spend those funds.  However, changes in the allocation are necessary.  The City of Kissimmee is seeking comments from the general public to amend the HOME-ARP Allocation Plan for the second time.  This Substantial Amendment proposes the following:

 

  • Reduce the amount allocated under the Supportive Services activity for this activity by $100,000.  The new proposed amount is $518,338.
  • Increase the Non-Congregate Shelter by $100,000.  The new proposed amount for this activity is $200,000.  These funds will be available to pay for the hard costs involved in the rehabilitation of the existing building located at 1555 Hollywood Street. This building is where the offices for the management and social services of the non-congregate shelter (Phases 2A and B of the development of the Haven on Vine) will be located.
The HOME-ARP funds must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in another eligible vulnerable population or sub-population identified by the U.S. Department of Housing and Urban Development.  

 

All citizens are invited and encouraged to make oral or written comments beginning July 4, 2025 through July 18, 2025 and to participate in the public hearing during the City of Kissimmee City Commission meeting on August 5, 2025.
