Submission of Section 108 Loan Application & Amendment to 2025-29 Plan

The City of Kissimmee hereby announces its intent to submit a Section 108 Loan Application to the U.S. Department of Housing and Urban Development (HUD) in the amount of Three Million Dollars ($3,000,000). The funds will be used to complete the rehabilitation of Haven on Vine (formerly the Super 8 Motel). Upon completion, Haven on Vine will provide studio apartments, two-bedroom units, and emergency beds, along with integrated supportive services to promote long-term housing stability. Section 108 funds will support the conversion of 43 motel rooms into fully functional studio apartments, each with a kitchenette and renovated bathroom, as well as renovation of office and administrative space, pool conversion, and construction of a community garden and playground. Construction is expected to commence upon HUD approval of the application. Future Community Development Block Grant (CDBG) funds and any program income generated by the property may be used to repay the loan.  A Substantial Amendment to the 2025–2029 Consolidated Plan and the 2025 Annual Action Plan is required to include this Section 108 Guaranteed Loan.  

A 30-day public comment period will be held beginning Friday, December 19, 2025, and ending January 17, 2026, to obtain citizen comments regarding the proposed application and associated amendments. Comments may also be emailed to: frances.dejesus@kissimmee.gov.  A draft of the Section 108 Loan Application will be available for review at the City of Kissimmee Development Services Department, 101 Church Street, Kissimmee, FL 34741, during normal business hours.

The Kissimmee City Commission will conduct a Public Hearing on Tuesday, January 20, 2026, at 6:00 p.m., or as soon thereafter as the matter may be heard, in the City Commission Chambers, to receive public input on the proposed application and Substantial Amendments.  Persons with disabilities requiring accommodations to participate in the hearing should contact the Development Services Department at (407) 518-2156 at least forty-eight (48) weekday hours prior to the meeting.
